SUMMARY: T he Texas Commission of Law Enforcement Education (TCOLE) Training Manager is responsible for the development, implementation, management, and evaluation of training programs for the Celina Police Department to ensure all personnel are highly qualified and well trained to perform their duties. Performs advanced (senior level) training work. Work involves analyzing training needs, coordinating, and conducting training sessions using a variety of training methods, and developing and evaluating training programs. Responsible for development and implementation of evaluation of the Field Training Officer (FTO) Program as well as leadership development and career path training and experiences to better organize and prepare employees for job responsibilities. Manage the Police Reserve Unit and Volunteers in Policing (VIPS) including training and certification needs of personnel. Will supervise the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgement. Maintains effective working relationships with officers, command staff, training officers, police executives, and trainers across the State of Texas and with members of TCOLE. The intent of this position description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this position. Incumbent(s) duties include but are not limited to the following. Essential Job Functions: Plans, develops, reviews, revises, and implements training programs, policies, procedures. Recommends, plans, and develops course curriculum, instructional methods, training aids, instructor/student manuals, and other related training materials. Conducts training and workshops in a classroom, distance learning, or e-learning environment; coordinates and facilitates workshops and meetings, both in Celina and at other training sites. Participates in train the trainer courses obtaining feedback to enhance training skills; develops and/or oversees others who develop curricula, course outlines, instructional methods, training aids, manuals, and other instructional materials and products. Designs, collects, and reviews course evaluations and instructor evaluations for enhancement to training programs; conducts need assessments, and makes modifications to training as appropriate. Participates in the planning and developing of specialized training, staff development, continuing education programs, and customized technology-based training; performs training needs assessments to determine training interventions and course development and assists in the periodic review on all curricula, training, and courses. Evaluates and analyzes training needs and content for accessibility; and recommends changes to make content accessible and remediate accessibility issues. Assists and identifies long term training goals and programs. Serves as a professional resource for employees and managers regarding training programs and initiatives; promotes the use of training services; attends divisional and other meetings as necessary on behalf of the unit. Participates in formulation of policies and procedures; assists and develops Standard Operating Procedure Manuals for the unit. Conducts research, obtains bids, and provides cost analysis for purchase recommendations; compiles data and prepares reports. Assists in the preparation of budget for training programs and budget reports. May evaluate, recommend, and plan supplemental training programs with private employers, external entities and state or federal agencies. May supervise, train, and assign the work of others. Attends work regularly and observes approved work hours in accordance with City of Celina leave and attendance policies. Utilize department and City resources in an efficient and effective Develops reports, memorandums, training contracts and facility agreements, training memorandums of understanding and summary reviews related to police firing range operations and mission goals Performs other duties as assigned. Other Important Duties: Attend meetings, conferences and training as Management and maintenance of police training facilities. Manage scheduling of courses and ensure appropriate equipment and resources are available for instructors and attendees. Safety - Must be able to work in a safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices. Perform other related duties as assigned by superior officer and as required by Develop the budget for a program or capital project. Responsible for recommending requests, preparing, and submitting procurement documents and budget transfer requests to the department head. Manage program/project budget and approve expenditures for payment. Required Knowledge, Skills, and Abilities: Knowledge of Texas Commission on Law Enforcement (TCOLE). Knowledge of police work and the training of police officers. Knowledge of police practices, methods, procedures, equipment, and Knowledge of customer service and public relations methods and Knowledge of computers and related equipment, hardware, and software to prepare reports, maintain and research Knowledge of Penal Code, Code of Criminal Procedure, Transportation Code, and Family Code Knowledge of City policies and Ability to instruct in the use of firearms, radio equipment, physical defensive tactics and first aid; the ability to instruct in the skill of the operation of a patrol vehicle and other law enforcement Ability to communicate effectively, both orally and in writing Ability to maintain knowledge of current teaching materials Ability to prioritize in decision-making and make decisive Ability to maintain close working relationships with law enforcement agencies in the service area Ability to Interpret and apply federal, state, and local policies, procedures, laws, and Skill in effective oral and written communications, research capabilities Skill in de-escalation techniques and crisis Interpersonal and Training skills. Preferred Education, Experience, and Certifications: Must have a bachelor's degree (e.g., Criminal Justice, Education, Human Resources Development, Business, Public Administration. Master's degree in Education, Criminal Justice, or Public Administration preferred. Glock Pistol, Remington 870 and AR-15 and other Armorer certifications, and experience teaching police academy or other firearms training. Must have over 4 years up to and including six years of direct experience in adult learning and managing, implementing, and facilitating training programs in a law enforcement context. Must be a United States Must be a minimum of 21 years of Applicants with military experience require discharge under honorable No felony or Class A misdemeanor convictions; no Class B misdemeanor convictions within the past 10 Possession of a valid Texas driver's Possession of a valid Texas Peace Officer License from the Texas Commission on Law Enforcement (TCOLE). Environmental Factors and Conditions/Physical Requirements: Work is performed in municipal police department office and field May be subject to repetitive motion such as typing, data entry and vision to May be subject to extended periods of standing, walking, driving, bending, reaching, crawling, climbing, kneeling, and lifting when responding to an emergency police situation, accident or investigation. Subject to excessive audio/visual discrimination and perception when making professional observations, communicating with others, reading, and writing and operating assigned May be subject to exposure to extreme weather conditions, hazardous driving conditions, hostile environments, hazardous chemicals and fumes, body fluids, infectious diseases, air and water borne pathogens. Must be able to lift up to 50 pounds and may be required to occasionally lift 110-150 Regularly required to use hands to finger, handle, or feel objects such as tools or controls; reach with hands and arms; talk or hear; and taste or Frequently required to walk, stand, and Occasionally required to climb or balance and stoop, kneel, crouch, or Specific vision abilities include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust Equipment and Tools Utilized: Equipment utilized includes personal computer, copier, calculator, fax machine, other standard office equipment, guns, weapons, police safety gear and equipment, radar equipment, police radios and City vehicles.
